It is. It's number of seconds since the unix epoch.

I deliberately did not announce this files existance, so you should
really not have started using it for anything. :(
We are working on getting a much better/faster sync script setup using
this file. https://pagure.io/quick-fedora-mirror has the details.
This will handle hardlinks and transfer only files needed, etc.
We are still playing around with it and testing things, so please don't
depend on this file. Hopefully we will be ready for wider testing soon.
