[mirror-admin] private mirror not appearing in mirror list

Chris, we haven't moved the repository pointers for repo=fedora-18 from
development/18 to releases/18 directories yet.  You aren't carrying
development/* at all, so until I move the pointers, you won't appear.

Enough public mirrors have F18 content now, that I can move the pointers.
 All should be working again in a few hours.
