[mirror-admin] private mirror not appearing in mirror list

I haven't touched this in a long time, and in my email I just copied
what was in mirrormanager.  I'm pretty sure I originally had the right
netmask in there, but it's been so long that I don't know for sure.  I'm
not sure whether to doubt myself or to wonder whether something got
corrupted in mirrormanager.
