[mirror-admin] linus.iyte.edu.tr active, but yum still prefers other mirrors

As long as there are no directories listed as up to date at:

https://admin.fedoraproject.org/mirrormanager/host_category/4643
https://admin.fedoraproject.org/mirrormanager/host_category/4653

You will be part of the mirror list. Maybe your report_mirror.conf is
not correct...
