Ideally, after your mirror completes an rsync run, you should run the
report_mirror script - this informs mirrormanager that your host is
up2date, and saves the mirrormanager having to trawl through your
content (this might only be via http ?).
Have you added it to https://admin.fedoraproject.org/mirrormanager ?

reasons can be: fastest might not be your server, it is yet to test
speeds for all returned sites, your site isn't up2date.
Does it show up with:
http://mirrors.fedoraproject.org/mirrorlist?repo=updates-released-f12&arch=i386
Change F12 to 11, 10 and updates-released to fedora-12 for eg to see
what mirror manager is generating for your current clients ip.
