[mirror-admin] No frozen rawhide and new mirror path

I like that idea as well. It keeps the meaning of the release/ and 
development/ directories.

I think the users wouldn't expect pre-alpha software in release/, so 
I'm against this idea. This solution implies changing content in the 
releases/ directory - that's a bad idea for mirrors as well, I assume 
most admins exclude release/ from the mirror process.
