I think I like the other suggestion/modification of:

  pub/fedora/linux/development/rawhide/
  pub/fedora/linux/development/13/

If it goes under releases/test/, how about /13-development (or
/13-rawhide), /13-Alpha, etc.?  Or maybe /12.90, /12.91, etc.?
