[mirror-admin] MirrorManager doesn't realize a site is out of date?

Not really.  You can watch the exit codes of rsync to know if it
completed successfully or not.  Exit codes 0, 23, and 24 seem to be
the ones that indicate success.

maybe...  the crawler doesn't run from an I2-connected location
though.  It may well be that the crawler can't reach the private
mirror (hence I don't have it run against such).
