[mirror-admin] MirrorManager doesn't realize a site is out of date?

Yeah, but that doesn't really solve the case I'm facing now where my
rsync process completes successfully but the upstream mirror just
happens to be out of sync.
For now I've solved this problem by switching to a new upstream
mirror. While trying to decide who to use, I was looking through MM
and wondering if it provides a way to visualize the mirror tiers since
it contains info on what a mirror's upstream is (although that's
admittedly manually maintained & possibly optional).

Ah, makes sense. For now I'll just have to remain diligent in making
sure my content is up to date & rely on my users to notify me if
there's a problem.
