[mirror-admin] MirrorManager doesn't realize a site is out of date?

Is there something I should be running to make sure my mirror is up to  
date before running report_mirror?  Besides of course the rsync I  
thought was updating it.

Should a private mirror be crawled if it is configured to serve Internet2?
