Unfortunately the next steps are to wait until after Fedora 10 has gone
live.  It's far too much mirror churn to try and fit in between now and
then.

Shortly after 10 is out, the plan is to re-populate the still locked
*.newkey directories with the newly signed content.  That will sit for a
number of days so that mirrors can fully sync up, including those that
did not pre-populate the hardlinks.  Then mirrormanager (and
fedora-release) will be updated to reference the new locations.  Finally
the old locations can be purged, and mirror manager can be changed to
redirect requests to the old location into the new.

I realize that this can lead to bloat for a period of time, but I feel
it has the least chance at interrupting end user service.
