[mirror-admin] Preparing for the re-signed F8 and F9 release content

what are the next steps? One could think of now replacing the *.newkey
contents with the proper contents first, then divert the mirrorlists
or the other way around.

The second method has the benefit of some mirrors being able to remove
the old links in between so they won't fill up twice the size of
Everything.
