[mirror-admin] rsync start faster?

Rsync 3.0 (which is what I'm thinking of as having the feature)
supposedly "corrects" some old "bugs" like screaming about things in
excludes and what not (from the server side) I don't necessarily agree
with all of it, but it wasn't a huge change seemingly and we haven't
noticed any problems or issues other than that.
