[ale] Remove systemd network handling

I'm not using wireless and I'm using a RPi4 which has a physical
Ethernet interface on the SoC independent of the USB ports.

The error comes from my logger which runs on the Pi.  It's making an
outbound connection to the instruments and when the interface goes down,
that's what I get.
