[ale] CPU recommendations

Confirm: Intel's fortran compiler produced perfectly working code than
ran flawlessly on a dual CPU Opteron system. Is it as performance
optimized as an Intel CPU? Likely not but I expect it to be very, very
close. Close enough that the cost savings are fully justified.
