RedHat (and it's derivatives except for Mandrake/Mandriva) have a
"thing" for the GPL. As rar is a seldom used packager anymore and the
license is not GPL, it doesn't make the radar for RH based distros.

BTW: RAR is not a new tool. It predates the zip archive by a lot. It's
strength was found as a tool to send large files conveniently broken
into manageable chunks. So a 12 MB file would get rar'ed into 10 1.2MB
files and an "info" file and then easily reassembled on the receivers
side.
