It's immutbility isn't a function of the media, but function of the structure
of the filesystem. It simply doesn't have an extents mechanism required to
add files.

To repeat: different type of filesystem designed for read only media.

It's a dead issue. Let it go and do what everyone else does: copy to a mutable
filesystem, modify, and rebuild the ISO. I did on my master MP3 CD this 
morning.
