[mirror-admin] quick-mirror-fedora and new tier1 only master mirrors

I just want to say that while I have seen the occasional connection
limit, this never really impacted quick-fedora-mirror's ability to poll
for an update.  It just sleeps a bit and retries, and except for one
recent case it was able to connect within a few seconds.

journalctl -t quick-fedora-mirror -t 5d|grep 'rsync returned 5'

However, that hasn't happened at all since switching to dl-tier1.
