[mirror-admin] mirror-list-d and mirror-list-announce lists retirement

Greetings. 

Many long years ago (March 2001) the mirror-list and
mirror-list-d lists were setup at redhat.com. These lists were initially
for announcing to administrators of mirrors about new Red Hat Linux
releases and allowing discussion between those administrators. 

Because these lists had discussion of pre-release content and release
dates were not announced in advance, the membership of these lists was
always restricted to mirror admins and others that had a Need to know.

This usage continued through the Fedora Core days and through until
today with Fedora releases. 

However, these days, Fedora does announce release dates in advance,
prerelease content is easy to get (to allow for more QA) and there's no
need for those former restrictions. Also there's a number of new
mirrors that have no idea these old lists exist and don't subscribe or
ask for help here. 

Accordingly, we would like to invite all members of these lists to
subscribe to the mirror-admin list at fedoraproject.org:

For those that have not used Mailman3 yet, you will want to login via
one of the available options ( Yahoo, Openid, google, Fedora account,
Twitter, gitlab, github, facebook, stack exchange, or a local new
account) and then go to your account prefs and connect any email
addresses you like to that account, and subscribe whatever address you
like to the list. 

The list is pretty low traffic so we decided to forgo a announce list,
but we can revisit that if their is demand. 

We will be closing these lists to any new posts on monday (2017-03-13). 

Thanks for everything you all do for Fedora, we could not exist without
our mirrors!
