I had a look at your MirrorManager entry and from what I see it should
work. Not sure why it currently does not work. We do not have many URLs
which specify a port number like you do it. Could you try it without a
port number (:3142)? Also, please keep running report_mirror for now.
You can also add an URL without a port specifier in parallel to the
existing URL.
After doing changes to your MirrorManager entry it can take up to one
hour until the mirrorlist/metalink is updated.
