[mirror-admin] caching mirror

Hrm.  I suspect parent directories only get created as files need them,
so my directory structure might have holes in it also.

Would that cause mirrormanager to not provide my mirror?

I suppose that's fair.  I don't see my local mirror anywhere in the
list (yet) though.
