Well, that tool will basically tell mirrormanager what directories you
have locally.

It wouldn't need to crawl your mirror if it is reporting its status.
That's kind of the point: report_mirror (and the built-in reporting that
quick-fedora-mirror does) give immediate feedback to mirrormanager so it
doesn't need to crawl in order to determine the state of your mirror.
Though I believe it will occasionally do so anyway.
