[mirror-admin] Changes in /pub/archive

While trying to set up the I2 mirror in ibiblio we found that various
files in /pub/archive were no longer hardlinked appropriately. Releng
is running a hardlink on the archive to the archive to try and regain
those hardlinks which will hopefully shrink the archive by some
amount. If you keep copies of the archive you may see an rsync
changing content in old stuff. If you find problems please let us know
as we are trying to be careful but something could be missed.
