So there has been some miscommunication on my part.
1. Several years about download-i2 was housed on NCstate on the I2
link. When Red Hat moved off of NC State University, we had to move
our servers to a different collocation. To keep us on I2, we had a
special link run from NCstate to the new collocation. This was
troublesome and caused problems.
2. About a 1? year ago these problems came to a head with no one able
to get good bandwidth to the I2 link. After discussing it with various
mirrors, we announced on the list and moved the DNS I2 alias to our I1
dl.fedoraproject.org [So for the last year you haven't actually been
getting to our mirror over I2 at all.]
3. We had a separate mirror in UNC/Ibiblio which was on I2 but was a
small server. We got a beefier server and put it there. I then
mirrored all of the data from the mirrors to this box.
4. Because this server was on I2 and should be faster for people, I
changed the DNS link for download-i2 to point to this server
(download-ib01.fedoraproject.org) I forgot to let you on the list or
Kevin know about this.

It should have occurred sooner than that. I have a once a day rsync
which runs and then an hourly one which should grab changed files. [It
didn't see the changed directory though because the trigger had bad
logic. My fault again.]
