[mirror-admin] MirrorManager issue

kernel.org is again up-to-date, with the exception of these directories:
Directory
pub/fedora-secondary/archive/releases/test/12-Alpha/Fedora/sparc/os/Packages
is not up-to-date on this host.
Directory pub/fedora-secondary/archive/updates/testing/12/sparc/repodata is
not up-to-date on this host.
Directory
pub/fedora-secondary/archive/releases/11/Everything/sparc/os/Packages is
not up-to-date on this host.
Directory pub/alt/releases/17/Multi is not up-to-date on this host.
Directory pub/fedora-secondary/archive/updates/testing/12/sparc64/repodata
is not up-to-date on this host.
These are not up-to-date because the content in them is not world readable
on the master mirrors. rel-eng ticket filed:
https://fedorahosted.org/rel-eng/ticket/5457
I also put in place a MirrorManager crawler hotfix this afternoon, to
properly handle 0-length files. That would have thrown out a few more
individual directories from mirrors, but not whole mirrors.
