[mirror-admin] Release lead time

Can't we gather data from mirror_report directly?

In theory, checking the delta between "we staged content" and
mirror_report starts reporting those bits available, should give us an
indication on how fast all bits propagate.

This can be done centralized, without any mirror admin involved (more or
less..)
