try something like   
rsync -ahHp --exclude=sparc --exclude=sparc64 --exclude=ppc
--exclude=ppc64 --exclude=s390x --exclude=s390 --exclude=archive
rsync://dl.fedoraproject.org/fedora-secondary/ /path/to/fedora-secondary/
