Is there any way to reduce bandwidth by using hardlinks as an
intermediate stage?

i.e.:

Step 1:  Packages/b/bla-x.y.z.rpm => Packages/bla-x.y.z.rpm

Step 2:  Allow mirrors to sync

Step 3:  Remove Packages/bla-x.y.z.rpm
