[mirror-admin] New I2-connected master mirrors

With thanks to Red Hat, and special thanks to Kevin, Seth, Smooge, and
Matt Galgoci, Fedora Infrastructure has three new Internet2-connected
master mirrors available.  These replace download-i2.fedora.redhat.com
(though that name still points at the new servers).  The new servers
are together known as download-i2.fedoraproject.org, are under the
direct control of the Fedora Infrastructure team now, and are only
reachable via Internet2 or its related high speed research and
educational networks (e.g. NCREN).

While we continue to encourage tiering, we can open up the ACLs on
download-i2 to a few more well-connected mirrors who wish to serve as
Tier 1 mirrors to your downstream counterparts.  [1] notes the current
list of Tier 1 mirrors.  Please contact me if you are interested in
serving in this capacity.

If you experience any problems with the new I2 master mirrors, please
drop into #fedora-admin on FreeNode and report it, and/or open a
ticket [2].
