I know people have been working on it, but I'm not really sure what 'it'
is and what they've been working on.

I've been working with RHIT on this, it seems at some point in time our 4
node 9 connection limit went down to 3 nodes. After some troubleshooting
we're up to 11 max and 4 nodes. I've got budget for some new hosts run by
Fedora to be used as the primary mirror. Not that the problems will go
magically away but we'll have more time to do troubleshooting and work
with people on the list to come up with fixes for issues like this.
