Yes.
But it's not constant.  I used to always get something like 300 kB/s.
Now often I get something like 70 kB/s.  But it seems that there is a
difference in speed between trees (updates_12: 70 kB/s, development:
200+ kB/s). (casual observation, not thoroughly examined)

Is there a change in bandwidth management ?  My development-rsync is
likely to run alone.  But the updates stuff tends to run with parallel
rsyncs (because often F11 & F12, normal & testing updates tend to appear
at the same time; I use separate rsyncs).  Was there a "total bandwith
per site" maximum introduced ?  (can easily do more bandwidth checks,
now I just occasionaly peek at the results of my rsync-scripts).
