I'm afraid I don't know what the Fedora policy is on mirrors carrying
deltarpms.  However, yum-presto was turned on by default in the default
desktop spin and KDE spin for Fedora 12 (and possibly the LXDE spin as
well; I'm not sure), so unless it was manually removed, most Fedora 12
installations will be using it.

I should point out that I have yet to hit a mirror that wasn't carrying
deltarpms (and I don't have any bug reports for this particular
problem), so this probably isn't something to worry about at this point.
