[mirror-admin] difference in network traffic between updates and devel

With development/, particularly during periods of freeze, a great many
of the files are unchanged.  However updates tend to change a lot,
things going into updates-testing, things going into stable, old files
being removed.  The updates content though should be significantly
smaller than development/.
