[mirror-admin] difference in network traffic between updates and devel

During development/ rsyncs there's a significant match (>~20%) with previous
contents. However during updates/ rsyncs the match is nearly zero.
What could be the reason? Are the filenames for development created
with different rules from updates? If so, it could be easier for rsync
to guess a match (I use --fuzzy). Is the package structure different
(compression, amount of text/binary content, etc)?
