No, I have managed the first indian fedora mirror (mirror.wbut.ac.in)
for one and a half year, and spent a hours with webalizer and awstat
stats, so I am pretty confident about how a mirror can behave in
India. :)

And a bit clarification, ftp://fedora.glug-nith.org/ is also a serving
fedora mirror, and
till a few months ago, mirror.wbut.ac.in was another (which is now dead.)

So, without access to webalizer data, I predicted it correctly. :)

You are getting me wrong, I faced the same problem of bandwidth, mad
hits, repeated iso downloads and other in much more acute form. I
wasn't suggesting any changes, I was just notifying in case the
current admins of iitm mirror has missed this issue.
