[mirror-admin] repomd.xml does not match metalink for rawhide

Looking right now, the repomd.xml file on the master mirror matches
what mirrors.fp.o/metalink returns for this repository.  I did have to
restart the MM app a couple days ago when report_mirror was failing
too.  Perhaps the two are related?  The MM app can get hung if it
loses contact with the database.

Mike McGrath pointed out that I need to move the MM app to be a WSGI
app. This will cause it to be restarted automatically more often,
which should clear up the lost-DB-connections hangs.  Now to figure
out how to do that...
