[mirror-admin] Why still *lots* of download in releases/11?

Fedora is what is on the DVD and split media.  It is a subset of
Everything.  It also has the install images and other metadata necessary
for using as an install tree.

I just sampled a few packages on the master server, and the rpms in
Everything/ have the same inode as the rpms in development/.  Can you
show us your rsync line, and some examples of packages that are coming
down that aren't hardlinked?  It's possible that kernel.org's sync
didn't keep things linked.
