[mirror-admin] wrong permissions at ibiblio

It seems ibiblio uses --delay-updates. However it's leaving the .~tmp~
dirs with open permissions, so clients will get all that stuff
uselessly, and it's far from negligible. On Wed Jul 22 21:07:28 BRT
(that's 3h behind UTC) we'd pull more than 8,000 files; excluding .~tmp~
resulted in 17 updated files only.

Please fix these permissions. By default rsync leaves .~tmp~ closed so
clients get at most
rsync: opendir "/path/.~tmp~" (in <module-name>) failed: Permission denied (13)

but there's no waste of downloads.

--
