Pull from fedora-archives.ibiblio.org for now, we don't have access to
the rsync servers, and the people that do have told us that they will
get back to us about this. 

As we mentioned, we've been working on building rsync servers that we
will control today.  Once we are able to switch over to these, we will
become far more responsive with these sorts of changes.

We do not currently have an ETA for those servers yet.
