[mirror-admin] Clean mirrors

OK, having tried about five mirrors just to see the timestamp hopping
back and forth, could someone please compile an authoritative list of
mirrors that have proper content with proper timestamps? A lot of
replies on this list just point to
http://fedoraproject.org/wiki/Infrastructure/Mirroring/Tiering, but
that just fuels the problem more with broken timestamps.
