[mirror-admin] Still having problems syncing

That's our current theory as well :-/  When this issue first broke out,
people were forced to sync from all over the place, which could have
caused a lot of churn especially when files with different timestamps
were introduced.

All of the newkey directory have messed up permissions on Duke now for
some reason, so that'd probably be why you're only seeing them now -
I've contacted Duke's mirror admin about those directories.
