[mirror-admin] How do I know when a mirror is done rsyncing?

Yeah, that would work great (and is what I normally do), but
mirrors.eu.kernel.org apparently doesn't use the --delay-update option.
I take it that rsync.hrz.tu-chemnitz.de does? If it stays up-to-date
and does use --delay-update, I'll switch to it.
