It's the same bug in 2 places in mirrormanager. :-(

In a somewhat odd case, releases/9/Everything/i386/os  is the
interesting directory, but moreso because _it has no files_, only
subdirs.  So the code that loops over the file list to decide "is this
directory up to date or not" doesn't get run.

I'm fixing mirrormanager, both the crawler and the report_mirror
server-side checkin code, but a) we're in a change freeze until after
the beta is released; and b) I'm fixing on my 'staging' branch which
I'm trying to get tested this week and put into production soon.  This
branch also has metalink generation support, so I'm anxious to get it
released and usable.
