I also point out on that that it has:

and if your rsyncing straight off of mirrors.kernel.org then your using
only the public interfaces - I would suggest e-mailing ftpadmin at
kernel.org with your name, your site's url / name (so we can verify it)
and an administrative contact e-mail. We provide tier2 access through a
completely different rsync module, it uses usernames & passwords and we
do not do it based on ip.
