We freeze for the release for nearly a month prior to the release, in
order to stabilize the tree and resolve the blockers without introducing
more change than necessary.  However this does not stop the progress of
upstream software, and many non-blocker bugs continue to be fixed and
new releases of software within Fedora continues to be updated.  We
allow our maintainers to prepare "0-day" updates for a release with all
of these useful fixes and updates.
