[mirror-admin] rsyncing fedora-archive content

As a reminder, if you are syncing fedora-archive content (presently
Fedora Core 1-6, Fedora Extras) from archive.fedoraproject.org, this
content changes very infrequently (e.g. once every 6 months when
obsolete releases get moved from fedora-enchilada to fedora-archive).
You don't need to rsync it every day, or multiple times a day. :-)  I
recommend you manually sync this content when we post an announcement
here that something has moved.
