[mirror-admin] ACL request

I just found out that my sync script was busted so I am updating as fast as I can (~13MB/s, thanks wpi.edu!)

Once you see my incoming drop to "sane" levels that means I'm done and you can safely start an rsync.

I poked a hole so you don't hit the 150Mb/s cap.  Hopefully you can get at it that fast :)

I'm attempting to get the Icelandic mirror up to speed but 
download?.fedora.redhat.com are extreemly slow for me now. (20-60 K/sec).

If any tier 1 or 2 admin is awake now and could drop our mirror into his or 
her ACL tonight, I'd be very grateful.
