Ah hah! Turns out this was just a flaw in my jigdo creation. If a file
on the iso isn't found on the filesystem, the jigdo tool will put that
file into the .template file. However I had cache from previous runs
that said "oh, that file lives /here" and thus it wasn't noticing that
the file had changed and therefor listed it as being on the filesystem
instead of in the template. I'm regenerating the .jigdo/.template files
for the x86_64 disc1 and will upload those in a moment. They should
prove much smaller updates to consume than a new DVD iso.
