It's been a few years since I used snapmirror on NetApps, but I'm pretty
sure you can programmatically track the snapmirror process using "snap
list <volume>".  Assuming you had a host which had .rhosts or SSH access
to the filers in question, you could write a fairly simple shell script
to query the "master" Netapp for the snapmirror status.  Once all 3
copies are in sync, a push-sync could be initiated to tier 1.
