[mirror-admin] is push-sync available?

not at present. While we know when release-engineering pushes bits
onto one NetApp in Phoenix, we don't know for sure when those bits have landed on
the other two NetApps in Tampa and Raleigh. The NetApps use
"snapmirror" to do the mirroring. If anyone knows how to do this
deterministically, then we can see about a push-sync.

Rawhide pushes are generally around 4AM Eastern US time. Updates are
pushed whenever a person from release-engineering pushes them. So
there's no _good_ time to say a particular time.
